Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO representatives, is to assistant governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

The FAO Representation in South Sudan is organizes in three main units\: programme, Operations and administration. The current portfolio of projects in South Sudan includes activities related to agriculture (crop), livestock, Fisheries, Natural Resource management, food information systems is implemented with humanitarian, transitional and development funding. The incumbent will contribute to the country’s programme and portfolio as foreseen in the project.

Reporting Lines

The Logistics specialist will work under the overall supervision of the FAO Representative and the direct supervision of the Administrative Officer. The Consultant will work on a day-to-day basis under the corporate and operation’s pillar of new organogram of South Sudan. The incumbent will consult with the relevant Technical Units at FAO country office, headquarters, RAF and SFE, and the Lead Technical Officer and line government ministries in South Sudan when necessary.

Technical Focus

Under the direct supervision of Deputy FAOR in South Sudan and the overall supervision of the FAO Representative, the Logistics Specialist will assist the Administrative Officer, corporate and operational support unit to achieve timely programme deliverables in South Sudan.

Tasks and responsibilities

• Strengthen the capacity of the Logistics Unit to deliver the FAO South Sudan Emergency and Development Programme effectively and efficiently\:
• Ensures that accurate and complete accounting, reporting, and internal control systems are functioning and that all relevant records and documentation are maintained\:
• Ensures effective Landside, Transport, Storage, and Handling (LTSH) management, including project budgetary review and regular LTSH reviews\:
• Ensure all FAO SS Logistics and Warehouses in Juba and field offices meet the minimum standards as per the FAO standards and Requirements\:
• Ensures FAO standard logistics forms are consistently used, readily available, and completed accurately and electronically by the inspection company, transporters, vendors, and field staff\:
• Supervise and monitor field logistic operations for the receipt and distribution of agricultural, livestock, and fisheries inputs and other assets procured under various FAO projects/programs in South Sudan\:
• Organizes, leads, and participates in regional logistics meetings, including the local transport committee\:
• Supervise and coordinate logistics-related activities with procurement, finance, human resources, policy, and other substantive units\:
• Develop and implement FAO logistics support policy, procedures, and methodologies to the common benefit of all functional units\:
• Coordinates logistics operations with other organizations in the area and provides logistics support to ongoing air, land, sea, or rail operations in the area\:
• Monitors and ensure compliance to host government policies of logistics such as tax exemption\:
• Managing logistics contracts and LTAs like Warehouses, transport, and other agreements\:
• Establishes comprehensive delivery tracking systems (upstream and downstream flow) to monitor the status of accomplishment of purchase order deliveries at all stages of the supply chain\:
• Perform any other duty assigned by the supervisor.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in Business Administration, logistics and supply management, or any other related Field in the Mandate of FAO from a recognized institution.
• At least 5 years of practical experience in logistics management, administration, procurement, finance, and budget.
• Working knowledge of English (Level C) and limited knowledge of Arabic or French (Level B).

Technical/Functional Skills

• Work experience in more than one location or area of work, particularly in field positions, is desirable.
• Extent and relevance of experience at the national and international levels in logistics management, including transportation operations risks and emergency logistics preparedness.
• Extent and relevance of experience in managing integrated air, sea, and land transport operations.
• Extent and relevance of experience in preparing and managing transport and project budgets.
• Analytical judgement and ability to work under pressure and meet deadlines.
• Excellent inter-personal skills and commitment to work in a participative way.
• Strong command of Ms Office® software (Word, Excel, PowerPoint, Oracle).
• Ability to work independently and as part of a team.
• Supervisory experience
• Good knowledge of the UN system, procedures and operational activities would be an advantage.

Selection Criteria

• Advanced Degree will be an added advantage
